In the 1980s, the bulk of the USSR ‘s foreign trade in the Baltic Sea went through the Soviet Baltic republics. The share of Russian ports ( Kaliningrad , Leningrad , Vyborg , Vysotsk ) accounted for about 25% of total cargo turnover. In 1991, the USSR ceased to exist , and new states were formed on its territory, in particular the Russian Federation. In Russia there were 4 of the 9 Baltic ports of the USSR, while the port in Kaliningrad did not have direct land communication with the country. Their capacities were not enough, and they had to pay to other states for the use of foreign ports and the transit of goods through their territory (including transportation to Kaliningrad). To minimize dependence on foreign ports in 1993, the government issued a decree on the construction of three new ports in the Leningrad Region. One of them was supposed to become oil-loading – an alternative to the largest oil port in Ventspils in the territory of Latvia .

The construction of the Primorsky oil port was started in 2000, the first stage with two berths was put into operation in December 2001. The second and third turn were commissioned in 2004 and 2006, the number of berths for tankers increased to four. The terminal for reloading light oil products was opened.

The land area of ​​the port is 2.5 km², the water area is 32.3 km ². The port is designed for servicing tankers with a deadweight of up to 150,000 tons , up to 307 meters long, 55 meters wide and 15.5 meters draft . That is, ships with close to the maximum draft of ships capable of entering the Baltic into the sea. In view of the limited depths in the Danish straits, supertankers can not enter the Baltic. There are 9 berths in the port, 3 of them for the port fleet, the maximum depth at the berth is 18.2 m. The tankers are served by six azimuth tugboats : three of them with a capacity of 2.6 MW, 40 tons thrust Project 16609, two tugs 4 MW, rod 65 project 21110 m and a draft capacity of 3.7 MW 1233 with a thrust of 64 tons. The port 18 are storage tanks for oil , capacity for 50,000 tons, storage tanks for light oil products and several emergency relief tanks. The total capacity of storage tanks for oil is 921 thousand tons, for the storage of light oil products 240 thousand tons.
